SUBJECT: FY14 ARMY CONGRESSIONAL FELLOWSHIP PROGRAM -
CALL FOR CIVILIAN NOMINATIONS 1. THE PURPOSE OF THIS MESSAGE IS TO ANNOUNCE THE CALL FOR CIVILIAN NOMINATIONS FOR THE FY14 ARMY CONGRESSIONAL FELLOWSHIP PROGRAM. THIS 18-MONTH PROGRAM (FOR CIVILIANS) IS DESIGNED TO PROVIDE CONGRESSIONAL TRAINING TO TOP ARMY OFFICERS AND CIVILIANS. NOMINEES FOR THIS PROGRAM SHOULD BE IDENTIFIED BY THEIR ORGANIZATION AS BEING ON TRACK FOR EXECUTIVE LEVEL SERVICE. THE SELECTED FELLOW WILL BEGIN HIS/HER FELLOWSHIP IN MAY FY13 BY PARTICIPATING IN A HQDA ORIENTATION FOR SIX MONTHS. THIS ORIENTATION IS AIMED AT EDUCATING THE FELLOW ON HOW HQDA AND OTHER DOD AGENCIES OPERATE. THE ACADEMIC PORTION OF THE FELLOWSHIP BEGINS SIMUTANEOUSLY WITH ORIENTATION WITH AN INTENSIVE SUMMER PROGRAM OF STUDY. THE GEORGE WASHINGTON UNIVERSITY (GWU) MASTERS' IN LEGISLATIVE AFFAIRS PROGRAM IS A RIGOROUS ELEVEN-COURSE, ONE-OF-A-KIND IN THE NATION, CURRICULUM THAT EXPOSES STUDENTS TO ALL ASPECTS OF THE CONGRESSIONAL EXPERIENCE. IN JANUARY FY14, FELLOWS BEGIN THEIR EXPERIENCE ON CAPITOL HILL BY SERVING ON THE STAFF OF A MEMBER OF CONGRESS OR ON A CONGRESSIONAL COMMITTEE. 2. THE TARGET AUDIENCE FOR THE ARMY CONGRESSIONAL FELLOWSHIP PROGRAM IS ARMY CIVILIANS AT GS-11 THROUGH GS-14 OR EQUIVALENT LEVELS. TO BE ELIGIBLE APPLICANTS MUST: (1) HAVE COMPLETED THREE (3) YEARS IN A PERMANENT ARMY CIVILIAN POSITION (OR COMBINATION OF PERMANENT POSITIONS) BY 30 APR 12; (2) IF AT THE GS-13/14 (OR EQUIVALENT) LEVELS, NOMINEE MUST HAVE COMPLETED OR RECEIVED CREDIT FOR THE CIVILIAN EDUCATION SYSTEM ADVANCED COURSE, OR IF AT THE GS-11/12 (OR EQUIVALENT) LEVELS, NOMINEE MUST HAVE COMPLETED OR RECEIVED CREDIT FOR THE CIVILIAN EDUCATION SYSTEM INTERMEDIATE COURSE; AND (3) ACQUIRE COMMAND ENDORSEMENT WHICH STATES THAT LOCAL RESOURCES ARE AVAILABLE FOR FUNDING THIS PROGRAM. TUITION FOR THE ARMY CONGRESSIONAL FELLOWSHIP PROGRAM ($25,000) IS CENTRALLY FUNDED; HOWEVER, COMMANDS ARE RESPONSIBLE FOR ALL ASSOCIATED TRAVEL, PER DIEM, AND ANY OTHER "AUTHORIZED EXPENSES." NOTE: LIMITED TDY, AT THE REQUEST OF THE CONGRESSMAN/SENATOR OR COMMITTEE/ORGANIZATION TO WHICH THE FELLOW IS ASSIGNED, MAY ALSO BE REQUIRED. PARTICIPANTS ARE REQUIRED TO SIGN AND SUBMIT A CONTINUED SERVICE AGREEMENT (CSA) AS PART OF THE APPLICATION PROCESS. THE SIGNED CSA COMMITS THE CIVILIAN SELECTEE TO CONTINUED SERVICE WITHIN THE DOD FOR A PERIOD OF NOT LESS THAN THREE TIMES THE LENGTH OF THE TRAINING. 3.
