CPMS Is Now DCPAS!
Civilian Personnel Policy (CPP) and the Civilian Personnel Management Service (CPMS) have reorganized to meet the needs of our customers more effectively. CPMS now has a new name-Defense Civilian Personnel Advisory Service (DCPAS). This change was recently approved by Dr. Clifford L. Stanley, Under Secretary of Defense for Personnel and Readiness.
The reorganization is the culmination of an organizational assessment that was undertaken to improve effectiveness, with a renewed focus on customer support and providing timely, meaningful and appropriate advice to our customers across the Department. This past spring, data was collected from customers and stakeholders on what was working and not working well. The feedback received was used to realign our organization into Human Resources (HR) lines of business. This new structure clarifies roles and responsibilities, promotes communications within the organization and with our 900,000 customers, and conveys our passion for our mission-to deliver world-class HR advisory services. Our HR lines of business are:
- Operational Programs and Advisory Services
- Strategic Programs and Advisory Services
- Enterprise HR Automated Systems
- Emerging Personnel Programs
- Mission Support
- HR Compliance and Investigations
Our familiar services-Recruitment Assistance, Compensation, Benefits and Work life, and Labor and Employee relations will continue. Additionally, we will provide enterprise-wide Human Capital Planning, Leadership Development, and SES services, as well as continuing our enterprise HR Automated Services (Defense Civilian Personnel Data System) and HR compliance and investigation.
To make good on our realignment promise, CPP and DCPAS are actively engaged in a joint strategic planning process and vision: "To be the Federal Government's premier provider of innovative and fiscally responsible civilian personnel policies, solutions, and advisory services."
