		     PHYSICAL SECURITY AND LAW ENFORCEMENT

				  PROCEDURES

		      RESOURCING TRAINING AND DEVELOPMENT

Commanders, managers, and supervisors need to carefully plan and budget
for the anticipated training needs of their careerists. Central funding
will only be available for limited types of training. Recommend a minimum
total commitment of an amount approximately equivalent to one and one-half
percent of civilian pay costs for training and development. Review of
employee IDPs and competencies should be accomplished as a basis to
budget for needed funds and request quotas to implement this plan.
