		     PHYSICAL SECURITY AND LAW ENFORCEMENT

				  PROCEDURES

			      AFFIRMATIVE ACTION


This ACTEDS plan will be applied to all careerists regardless of age,
race, color, gender, religion, national origin, lawful political
affiliation, physical/mental handicap, marital status, membership in
an employee organization, or other non-merit factor within the excepted
regulations allowance.

    (1)  Managers will assure that consideration is given to the
developmental needs of all their careerists with specific attention
paid to the needs of minorities and women. Long-term and short-term
formal and on-the-job training to broaden and enhance employee
competencies and potential for progression will take into consideration
Affirmative Action principles.

    (2)  Supervisory personnel will additionally ensure that appropriate
affirmative action has also been taken for positions being filled
competitively.
