CHAPTER 4 PHYSICAL SECURITY AND LAW ENFORCEMENT STRUCURE DEVELOPMENT CP-19 reflects the commitment of the ACTEDS Plan to a developmental progression. This concept recognizes that progression in a career field can often be by either becoming a supervisor or by staying a technical specialist. Both ACTEDS Plan and CP-19 strive to expand professional development opportunities for non-supervisory careerists. It should be recognized, however, that commitment to supervise or manage entails the acquisition and mastery of different competencies. Those competencies are indicated on the model training plan (MTP) and are just as critical to successful job performance for those in the supervisory/ managerial track as technical competencies.
