CHAPTER 3

		     PHYSICAL SECURITY AND LAW ENFORCEMENT

			       RESPONSIBILITIES

			FUNCTIONAL CHIEF REPRESENTATIVE

The designated FCR will perform the following functions:

    (1)  Assist the Director of Civilian Personnel, HQDA, in the exercise
of his authority for career program management;

    (2)  Coordinate with the U.S. Total Army Personnel Command on such
matters as personnel issues, procedures and training; and serve as member
of the HQDA Career Program Policy Committee (CPPC);

    (3)  Monitor the effectiveness of career management at MACOMs and
field installations;

    (4)  Act as advocate for resources and training quotas to support
training and development for CP-19 careerists;

    (5)  Promote Equal Employment Opportunity and Affirmative Action;

    (6)  Provide assistance and oversight, upon request, to applicable
schools and colleges with regard to curriculum maintenance in support
of training and development of CP-19 careerists.

    (7)  Convene Career Program Planning Board (CPPB) meetings of Career
Program Managers (CPMs) and CPM Representatives (CPMRs), as necessary,
to further the training and development objectives of CP-19.

    (8)  Serve as the Senior CP-19 Career Development Program Advisor
for the Army.
