MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Posting of Vacancy Announcements on the Web Guidance Memorandum 97-9

This memorandum establishes a requirement for posting of all vacancy announcements on the Civilian Personnel Online (CPOL). All vacancy announcements will be prepared using the Vacancy Announcement Builder (VAB) and then be posted on the Army's vacancy announcement web page. On or before October 1, 1997, Civilian Personnel Operations Centers (CPOCs) and Civilian Personnel Offices (CPOs) that are still operating independently will use the VAB regardless of any other method used for posting announcements. The VAB will ensure consistency across all CPOCs/CPOs and provide one source of Army job information for applicants.

This new requirement will not be a substitute for locally negotiated merit promotion vacancy announcement procedures but is a supplemental process. Placement of job vacancy announcements on the CPOL will not impact locally established or negotiated areas of consideration. Local Commanders should inform their union officials of this supplemental vacancy announcement process.

In meeting the October 1, 1997, target, we want to respond to your needs and make the VAB a user friendly tool. Please provide the following information not later than June 16, 1997:

a. Examples of any current vacancy announcements that you have not entered into the VAB. Provide an example of each type, e.g., those for temporary term positions, and open continuous announcements, etc.

b. Copies of your "How to Apply" procedures for the method(s) used to accept applications from candidates. We do not need the job kit from those of you now using RESUMIX. Include the mailing address, e-mail address and FAX number where you want applicants to send their application forms.

c. If the VAB does not work for you, list the reasons and modifications to the VAB that you need.

d. Identify any features that we can add to make the VAB work better for you.
