REGULATIONS GOVERNING TIME-IN-GRADE (TIG) RESTRICTIONS

A. FPM BULLETIN NUMBER 300-97, SUBJ: FINAL REGULATIONS ON THE TIG RESTRICTIONS, DATED 5 JUNE 91.

B. AR 690-300, CHAPTER 300, 6-6 AND 6-7, TIME IN GRADE RESTRICTIONS.

C. AR 690-900, CHAPTER 981, APPENDIX A (PAGE A-3) DELEGATED PERSONNEL AUTHORITIES.

1. MAJOR CHANGES TO TIG RESTRICTIONS ARE AS FOLLOW:

  1. WAITING PERIOD WAS CHANGED FROM 1 YEAR TO 52 WEEKS

  2. AGENCY HEAD OR HIS OR HER DESIGNEE MUST NOW APPROVE PROMOTIONS (LIMITED TO NO MORE THAN THREE GRADES IN A 52 WEEK PERIOD) TO AVOID HARDSHIP TO THE AGENCY WHEN A POSITION AT THE NEXT LOWER GRADE IN THE NORMAL LINE OF PROMOTION DOES NOT EXIST AND A CAREER LADDER PROMOTION IS NOT INVOLVED. SEE PARA 2 BELOW FOR DELEGATION OF THIS AUTHORITY.

  3. MODIFIES PROVISIONS FOR CREDITING SERVICE UNDER A NONTEMPORARY COMPETITIVE APPOINTMENT WHEN APPLYING THE TIG RESTRICTIONS.

  4. OUTLINES NEW METHOD ON HOW TO CREDIT SERVICE IN NON-GS POSITIONS.

2. IAW FPM BULLETIN NUMBER 300-97, SECTION 300.603(B) [7] AUTHORITY IS HEREBY DELEGATED TO THE APPOINTING AUTHORITY TO APPROVE ADVANCEMENTS TO AVOID HARDSHIP TO AN AGENCY OR INEQUITY TO AN EMPLOYEE IN AN INDIVIDUAL MERITORIOUS CASE. THIS APPLIES TO BOTH THE COMPETITIVE AND EXCEPTED SERVICE.

3. PENDING UPDATE OF REFERENCES B AND C TO CONFORM WITH THE REVISED FPM, ACTIVITIES NO LONGER NEED TO OBTAIN PRIOR HQDA, MACOM OR ADMINISTRATIVE ASSISTANT TO THE SECRETARY OF ARMY APPROVAL ON TIG CASES. BT
