SUBJECT: MILITARY SPOUSE PREFERENCE - ADVANCED ASSIGNMENT PROGRAM TEST

1. THE DEPARTMENT OF THE ARMY INITIATED A TEST PROGRAM SEVERAL MONTHS AGO THAT PERMITS AN ARMY OFFICER ENROUTE TO AN ADVANCED COURSE THE OPTIONS OF (1) LEAVING HIS/HER FAMILY IN PLACE AT THE CURRENT ARMY DUTY STATION IN THE U.S. UNTIL HE/SHE COMPLETES THE SCHOOL. (2) MOVING THE FAMILY TO THE ADVANCED COURSE LOCATION, OR (3) MOVING THE FAMILY TO THE FOLLOW-ON ARMY DUTY STATION IN THE U.S. THE PROGRAM IS VOLUNTARY AND APPLIES TO COURSES WITH START DATES BETWEEN 1 APRIL 89 AND 31 MAR 90.

2. FROM ITS INCEPTION, THE MILITARY MARKETED THE PROGRAM AS A BENEFIT TO WORKING SPOUSES WHO COULD EITHER STAY IN THEIR JOBS LONGER AT THE OLD DUTY STATION OR GET A HEAD START ON FINDING NEW EMPLOYMENT AT THE NEW DUTY STATION. RECENTLY THE QUESTION AROSE AS TO WHETHER SPOUSES WHO HAD MOVED TO THE FOLLOW-ON DUTY STATION IN ADVANCE OF THEIR MILITARY SPONSORS WERE ELIGIBLE FOR MILITARY SPOUSE PREFERENCE. THE DOD GENERAL COUNSEL HAS RULED THAT THEY ARE ELIGIBLE. THIS RULING APPLIES TO THE PROGRAM BOTH IN ITS TEST MODE AND IF IT IS FORMALIZED TO A PERMANENT PROGRAM AFTER MARCH 90, AT WHICH TIME IT MAY BE EXPANDED TO COVER ENLISTED SOLDIERS AND OTHER PCS SCHOOLS.

3. REQUEST THE ABOVE INFORMATION BE RELAYED TO ALL STAFF WHO COUNSEL MILITARY SPOUSES. THE U.S. TOTAL ARMY PERSONNEL COMMAND WILL ENSURE THAT ALL APPROPRIATE MILITARY ORDERS CLEARLY REFLECT PARTICIPATION IN THE PROGRAM AND THE SPECIFIC FOLLOW-ON DUTY STATION. BT
