2. References provided guidance on requesting exceptions to the reduction in pay or retirement benefits normally required when hiring either military or civilian retirees. Requests were to be sent through channels to the Office of the Secretary of Defense (OSD) for forwarding to the Office of Personnel Management (OPM) for final decision.
3. OPM has now delegated to OSD authority to approve dual compensation waivers on a case-by-case basis for temporary appointments at bases/posts within two years of their scheduled closure dates. There are some restrictions on eligibility. Authority to approve these waiver requests has been delegated to the Director of Administration and Management, OSD. Implementing instructions are enclosed.
4. The procedural, documentation and routing requirements contained in the references apply to requests under this authority. The documentation should also reflect that the request is for temporary appointment (specify NTE date) at a base/post that is within two years of its scheduled closure date. Point of contact at U. S.
