SUBJECT: DA FAMILY MEMBER (FM) PRIORITY PLACEMENT PROGRAM (PPP) - SPONSOR TRANSITIONING OUT

A. DOD MANUAL 1400.20-1-M, APPENDIX A, DATED SEP 90.

1. IT HAS BEEN BROUGHT TO OUR ATTENTION THAT AN INCREASING NUMBER OF FMS, WHOSE MILITARY SPONSORS ARE BEING SEPARATED AS PART OF THE DEFENSE DRAWDOWN, ARE REQUESTING REGISTRATION IN PROGRAM F, THE DA FM PPP. THIS MESSAGE PROVIDES THE CLARIFICATION NEEDED TO COUNSEL THESE INDIVIDUALS.

2. AS CURRENTLY WRITTEN, REF A ALLOWS FOR FM REGISTRATION AND REFERRAL IS THE DA SPONSOR "RETIRES (OR SERVICE TERM HAS EXPIRED FOR MILITARY SPONSORS) AND FAMILY WILL PCS TO RETIREMENT DESTINATION." IN THESE INSTANCES, A MILITARY MEMBER MUST HAVE FULLY MET HIS/HER ACTIVE SERVICE OBLIGATION OR ENLISTMENT CONTRACT. IT WAS INTENDED TO COVER AN ETS (EXPIRATION OF TERM OF SERVICE), BUT NOT THOSE WHO ARE GETTING OUT EARLY.

3. TO FACILITATE THE DRAWDOWN, THE SERVICES ARE ENCOURAGING MILITARY MEMBERS TO EXIT EARLY BY OFFERING TWO MONETARY INCENTIVE PROGRAMS: THE SPECIAL SEPARATION BENEFIT (SSB) WHICH PROVIDES A LUMP-SUM PAYMENT AND THE VOLUNTARY SEPARATION INCENTIVE (VSI) WHICH PROVIDES A RECURRING ANNUITY. IT IS NOT AN ETS IF THE MILITARY ACCEPTS EITHER OF THESE SPECIAL TRANSITION PROGRAMS. THE SERVICES ARE ALLOWING THEM TO EXIT THE MILITARY EARLY - PRIOR TO THE END DATE OF THEIR OBLIGATION/CONTRACT.

4. CPOS ARE CAUTIONED TO EXAMINE MILITARY ORDERS CAREFULLY TO SEE IF A MEMBER IS BEING SEPARATED WITH EITHER SSB OR VSI BENEFITS. IF SO, THEIR FMS ARE NOT, REPEAT NOT, ELIGIBLE FOR REGISTRATION IN PROGRAM F. PROGRAM F WAS PRIMARILY INTENDED TO SUPPORT THOSE WHOSE SPONSORS ARE BEING RETAINED IN ARMY AND ARE NOT ELIGIBLE FOR ANY OF THE OTHER PPP PROGRAMS. WILE IT ALSO INCLUDES THOSE WHO RETIRE OR ETS, IT WAS EXPECTED THAT THESE INDIVIDUALS HAD SERVED THEIR COUNTRY THE FULL DESIGNATED TIME. AS ARMY DRAWS DOWN, THE NUMBER OF CIVILIAN JOBS ALSO DECREASES, MAKING COMPETITION VERY KEEN. WE ALREADY HAVE MORE MILITARY SPOUSES AND OTHER ELIGIBLE PRIORITY 3 FMS REGISTERED THAN POSITIONS AVAILABLE. IT DOES NOT MAKE SENSE TO ADD TO THAT NUMBER OF REGISTRAINTS, WHEN POSITIONS ARE DECLINING DRASTICALLY AND WE CAN NEVER HOPE TO PLACE ALL OF THOSE WHO ARE ALREADY REGISTERED. ALLOWING FMS OF TRANSITIONING SOLDIERS INTO THE PROGRAM WOULD, IN OUR LEADERSHIP'S VIEW, BE GIVEN THEM A FALSE EXPECTATION.

5. REQUEST ALL CPOS IMPART THIS GUIDANCE TO EACH STAFF MEMBER WHO COUNSELS FMS OR REGISTERS THEM FOR PPP. ENSURE THAT PERSONNEL WHO COUNSEL THESE INDIVIDUALS EXPLAIN THE RATIONALE FOR NOT BEING INCLUDED AS ELIGIBLE AND PROVIDE SUPPORTIVE GUIDANCE ON APPLICATION PROCEDURES THAT THEY DO NEED TO FOLLOW, AS WELL AS OTHER PROGRAMS AVAILABLE TO ASSIST THEM (E.G., FMEAP, DORS, THE DOD TRANSITION BULLETIN BOARD, ETC.) PATIENCE AND UNDERSTANDING WILL BE KEY IN DEALING WITH THEM. IT IS IMPORTANT TO REMEMBER THAT THESE SOLDIERS, TOO, HAVE SERVED THEIR COUNTRY WELL.
