B. HQDA MSG, DAPE-CPE, 161210Z MAY 89, SUBJECT: IMPACT OF NEW DOD POLICY ON MERIT PROMOTION ACTIONS.

1. TELEPHONE CALLS TO THIS OFFICE IMPLY SOME MISUNDERSTANDING REGARDING THE AREA OF CONSIDERATION OF FAMILY MEMBERS FOR POSITIONS, PARTICULARLY THOSE WHO ARE CURRENTLY DEFENSE EMPLOYEES, E.G., DEFENSE FIANNCE AND ACCOUNTING SERVICE OR DEFENSE COMMISSARY AGENCY EMPLOYEES.

2. PERSCOM PREVIOUSLY ISSUED GUIDANCE THAT GENERALLY SPOKE TO THE ISSUE. IT ACKNOWLEDGED UNDERSTANDING WHY SOME DA ACTIVITIES ARE LIMITING THEIR AREAS OF CONSIDERATION FOR VACANCIES, I.E., PRUDENT STRENGTH MANAGEMENT. IT ALSO POINTED OUT THAT THESE SAME INDIVIDUALS ARE A VALUABLE SOURCE OF WELL QUALIFIED CANDIDATES. THEREFORE, IT WAS RECOMMENDED, WHEREVER PRACTICAL AND CONSISTENT WITH LOCAL STRENGTH MANAGEMENT POLICIES, UNION AGREEMENTS, HIGH GRADE RESTRICTIONS AND OTHER LOCAL CONSTRAINTS, THAT ARMY ANNOUNCEMENTS BE OPEN TO ALL DOD EMPLOYEES.

3. TO THIS GUIDANCE, WE ADD A REMINDER OF (A) THE MERIT PROMOTION REQUIREMENT TO ENSURE THAT MERIT PROMOTION PLANS DO NOT BAR THE PLACING OF FAMILY MEMBER EMPLOYEES RELOCATING TO ACCOMPANY THEIR CIVILIAN OR MILITARY SPONSORS (REF A), AND (B) THE CLARIFICATION OF DOD POLICY TO REQUIRE THE INCLUSION OF MILITARY SPOUSE PREFERENCE ELIGIBLES IN THE MINIMUM AREA OF CONSIDERATION WHENEVER COMPETITIVE PROCEDURES ARE USED TO FILL A POSITION, REGARDLESS OF THE SOURCE FROM WHICH THE SPOUSE PREFERENCE ELIGIBLE IS APPLYING (REF B).

4. REQUEST CPOS EVALUATE THEIR LOCAL POLICY FOR AREA OF CONSIDERATION IN LIGHT OF THIS INFORMATION TO ENSURE THAT NO ONE IS UNDULY RESTRICTING FAMILY MEMBERS FROM CONSIDERATION. BT
