MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: The Pathways Programs Implementing Guidance



  1. This memorandum provides notification of the release of Army's Implementing Guidance and Participate Agreements for the Pathways Program.
  2. The U.S. Office of Personnel Management (OPM) issued the final rule for the Pathways Programs on May 11, 2012, (77 FR 28194) and regulations became effective July 10, 2012. The Pathways Program requirements are found in part 362 of title 5, Code of Federal Regulations (CFR). The appointing authorities for the Pathways Programs are found in 5 CFR 213.3402(a), (b), and (c). In accordance with requirements in the regulation, Department of Defense (DoD) entered into a Memorandum of Understanding (MOU) with OPM which became effective August 17, 2012. DoD released the MOU along with their Pathways Implementing Guidance on August 30, 2012. Implementing guidance addresses how agencies will accept applications, assess candidates, rating/ranking qualified applicants, and ensure adherence to veterans' preference.
  3. The enclosed guidance provides information on the administrative requirements Army should follow to implement the Pathways Program. This guidance is effective immediately.
