MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Civilian Human Resources Letter of Instruction to Establish Installation
 Management Activity (IMA), Network Enterprise Technology Command
 (NETCOM) and Army Contracting Agency (ACA)



Enclosed is a Letter Of Instruction (LOI) outlining specific timelines, steps, and offices responsible to establish and provide initial manning of IMA, NETCOM and ACA on October 6, 2002.

The LOI is the Headquarters, Department of the Army civilian personnel guidance for the establishment of these organizations above the installation level in CONUS. The letter was developed to assure a timely and consistent process Army wide. The letter was prepared in coordination with a representative group of Major Army Command human resources and functional officials for IMA, NETCOM, and ACA. It contains guidance for both the appropriated and the non-appropriated fund civilian workforce.

It is essential that these timelines be met to assure a timely implementation. There can be no slippage if we are to meet the proposed October 6, 2002 effective date. It is critical that Organization and Operation Plans are approved on schedule to allow impacted MACOMs/Activities to identify positions and employees to be transferred to the new organizations.
