SUBJECT: ARMY MANPOWER REDUCTIONS

1. THE INTENT OF THIS MESSAGE IS TO ALERT YOU TO THE HQDA

INITIATIVE TO COORDINATE THE VARIOUS MANPOWER REDUCTIONS ACTIVE AND RESERVE MILITARY AND CIVILIAN - DECIDED AND UNDER CONSIDERATION.

2. ALL OF US ARE AWARE THAT THE COMBINATION OF VARIOUS INITIATIVES (INCLUDING THE DORN REDUCTIONS, QUADRENNIAL DEFENSE REVIEW, HQ REDESIGN, MACOM FAA'S, ET AL) ARE SIGNIFICANTLY REDUCING THE TOTAL ARMY OVER THE NEXT SEVERAL YEARS - ABOUT 15K ACTIVE, 45K RESERVE (US ARMY RESERVE AND ARMY NATIONAL GUARD) , AND 25K CIVILIAN (DEPENDING ON FUNDING AND THE OUTCOME OF VARlOUS STUDIES, SUCH AS 0MB CIRCULAR

3. OUR TASK IS TO ENSURE THAT WE CAN ACCOMPLISH THE MlSSION AS IT HAS BEEN ASSIGNED, NOT QUESTION THE EFFICACY OF DECISIONS ALREADY MADE. IN ORDER TO DO THAT, WE MUST SYNCHRONIZE OUR COLLECTIVE ACTIONS DOWN TO INSTALLATION LEVEL. WE ARE ESTABLISHING A PROCESS TO DO THAT.

4. BASED ON ARMY REGULATION 5-10 AND RECENT GUIDANCE FROM THE OFFICE OF THE ASSISTANT SECRETARY OF THE ARMY (MANPOWER AND RESERVE AFFAIRS) REGARDING CONTINGENCY PLANNING FOR MANPOWER REDUCTIONS, WE ARE ESTABLlSHING A SYSTEM TO ENSURE WE HAVE INSTALLATIONLEVEL VISlBILITY AND ARE ABLE TO SEQUENCE OUR NOTIFICATION ACTIVITIES WITH ALL

INTERESTED PARTIES (INCLUDING OSD, CONGRESS, OUR SOLDIERS AND CIVILIANS, AND OUR COMMUNITIES) IN A TIMELY MANNER.

5. REQUEST YOUR ASSISTANCE IN SEVERAL AREAS. FIRST, WE NEED YOUR COMMAND TO PROVIDE US A "HEADS UP" OF CONTINGENCY PLANNING FOR POSSIBLE MANPOWER REDUCTIONS, AS REQUESTED BY THE OFFICE OF THE ASSISTANT SECRETARY OF THE ARMY (MANPOWER AND RESERVE AFFAIRS) IN A DECEMBER 1997 MESSAGE. WE ASK THAT YOU TREAT THIS INFORMATION AS CLOSE HOLD UNTIL WE ARE COLLECTIVELY ABLE TO ASSESS THE IMPACTS

AND MAKE APPROPRIATE DECISIONS. SECOND, WE SOLICIT YOUR SUPPORT IN MEETING THE 10 FEBRUARY 1998 SUSPENSE DATE FOR THE POM DATA CALL. TO FACILITATE TIMELY CONGRESSIONAL NOTIFICATIONS, THE DIRECTOR OF ARMY PROGRAM ANALYSIS AND EVALUATlON WILL WORK SEPARATELY WITH YOUR STAFFS TO ACCELERATE THE SUBMISSION OF THOSE PORTIONS OF THE DATA CALL THAT ADDRESS MANPOWER REDUCTIONS. THIS DATA WILL SERVE AS THE BASELINE FOR THE PROCESS. THE SOONER YOUR STAFFS CAN ASSEMBLE AND SUBMIT THE DATA, THE QUICKER WE WILL BE ABLE TO TAKE A COHERENT AND COMPREHENSIVE LOOK. FINALLY, WE NEED YOUR SUPPORT TO MAKE THE SYSTEM WORK.

6. OUR INTENT IS TO EXPLAIN THE SYSTEM WE'RE PUTTING IN PLACE AND ITS OPERATION TO YOU AT THE BOARD OF DIRECTORS MEETING IN FEBRUARY 1998. WE WILL INCLUDE YOUR STAFFS IN APPROPRIATE CONSULTATION AS WE ASSEMBLE AND ASSESS THE INPUTS. WE WlLL THEN USE THE DEPARTMENTAL SYSTEM TO COORDINATE OUR ACTIONS AS WE PROCEED IN ACCOMPLISHING THE MISSION.

7. THE COMPLEXlTIES OF THIS EFFORT TO DRAW DOWN THE FORCE AS

DIRECTED, WHILE ENSURING THE MANY AND VARIED POINTS OF VIEW ARE CONSIDERED, REQUIRES CLOSE ATTENTION BY ALL OF US.
