DELEGATION OF AUTHORITY - REDUCTION IN FORCE (RIF) AND VOLUNTARY SEPARATION INCENTIVE PAY (VSIP)

1. CAROL ASHBY SMITH SENDS.

2. DURING THE PAST SEVERAL YEARS WE HAVE SUBSTANTIALLY REDUCED OUR CIVILIAN STRENGTH. THESE REDUCTIONS WERE ACCOMPLISHED USING PRIORITY PLACEMENT, SEPARATION INCENTIVES, OUT PLACEMENT PROGRAMS, AND OTHER REDUCTION TOOLS INCLUDlNG RIF. THESE REDUCTIONS ARE EXPECTED TO CONTINUE INTO THE FUTURE.

3. WE ARE RECEIVING AN INCREASING NUMBER OF INQUIRIES CONCERNING CIVILIAN REDUCTIONS FROM CONGRESSlONAL STAFFS, MEDIA, AND COMMUNITY GROUPS. THESE INQUIRIES OFTEN INVOLVE RIF ACTIONS WHICH ARE IN THE CONTINGENCY PLANNING PHASE AT THE MACOM OR INSTALLATION LEVEL, SO

4. IN ORDER FOR US TO PROPERLY RESPOND TO INQUIRIES, WE NEED INFORMATION ON ALL OF YOUR PROJECTED RIFS SEPARATIONS, INCLUDING THOSE IN THE CONTINGENCY PLANNING STAGE FOR FY 98 AND FY 99. THE PROJECTONS SHOULD BE BASED ON THE BEST RESOURCE MANAGEMENT

INFORMATION CURRENTLY AVAILABLE. PROVIDE THE FOLLOWING FOR EACH INSTALLATION IN YOUR COMMAND AT WHICH ANY RIF SEPARATIONS ARE EXPECTED: A. THE REASON FOR THE REDUCTION, B. THE NUMBER OF RIF SEPARATIONS ANTICIPATED, C. THE PROJECTED RIF LETTER ISSUE AND

FY 97 DUE TO SIGNIFICANT UNDEREXECUTION. B. THE INCREASED COST OF VSIP AS A RESULT OF THE NATIONAL DEFENSE AUTHORIZATION ACT FOR FY 98 WHICH REQUIRES DOD ACTIVITIES, EFFECTIVE OCTOBER 1, 1997, TO PAY INTO
