SUBJECT: Coordination and Clearance of Announcement Requirements in Personnel Reductions, Closures of Installations, and Reductions of Contract Operations in the United States

  2. This provides Department of the Army guidance for the coordination and clearance of civilian personnel actions that are associated with the Base Realignment and Closure Act (BRAC) of 2005. Effective immediately, notification of BRAC actions requiring RIF separations and related early termination notices will require the following actions:
    1. DoD Report: Identify the number of anticipated separations and the anticipated effective date of the separation. This information will be presented on official letterhead, signed by the official authorized to approve the actions. Submissions will be made electronically to Employment Policy Division, ATTN: DAPE-CPP.
    2. BRAC RIF Data Call Report: The Vice Chief of Staff of the Army has directed that activities will also provide data to update the BRAC RIF Data Call Spreadsheet found at the following link on Army's AKO website: https://www.us.army.mil/suite/folder/19704074 This website requires that a user/access account be established in order to obtain access. Accounts may also be established by contacting Robert Dow, Assistant Chief of Staff, Installation Management, at (703) 602-5787, or at email Robert.dow@conus.army.mil.
  3. Timelines and employee notification: Notification of BRAC actions involving 50 or more separations should arrive at the Employment Policy Division, OAG-1 CP, at least 180 days prior to the separation effective date. Notification of BRAC actions involving less than 50 separations should arrive at least 120 days prior to the separation effective date. All BRAC actions involving 50 or more separations may not commence until 45 days after notice of the proposed separation is submitted to Congress. RIF separations and related early termination notices associated with BRAC may not be issued or made effective between 15 December and 3 January.
  4. Transmittal of information to Department of Defense: This office will inform 000 and ASA (M&RA) of these BRAC-related actions. Commands should continue to keep the Employment Policy Division informed of any command specific or special requirements.
  5. Non-BRAC RIF-related actions will continue to be submitted using the formal reporting method in the referenced memorandum in paragraph 1a.
