MEMORANDUM FOR Assistant Secretary of the Army (Manpower and Reserve Affairs)
SUBJECT: Delegation of Authority of Expedited Hiring Authority to Appoint Highly Qualified Persons to Shortage Category Health-care Professional Positions

  1. Reference Office of the Under Secretary of Defense (Personnel and Readiness) memorandum dated September 30, 2009, Subject: Delegation of Authority under Section 1599c of Title 10, United States Code (U.S.C.).
  2. I hereby delegate to you the authority and responsibility to appoint highly qualified individuals to shortage category health-care professional positions, at all grade levels, in the occupations so designated by the Secretary of Defense under section 1599c of title 10, U.S.C. You may further delegate this authority to the Commanders of the Army Commands, the Commanders of the Army Service Component Commands, the Commanders/Superintendent of the Direct Reporting Units, and the Administrative Assistant to the Secretary of the Army.
  3. The authority delegated herein may be further delegated in writing. Should you elect to do so and pursuant to this authority, you will remain cognizant of and accountable for all actions taken in the exercise of this authority by those who have been delegated this authority at any level. This delegation is effective immediately. Should conditions warrant, you will suspend use of the authority or rescind further delegations, as appropriate. This delegation of authority expires on September 30, 2012, unless earlier revoked or superseded.
