MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Delegation of Authority to Waive 30 Days of the 3-year Minimum Service Requirement
               under the Amendments to the Veterans Employment Opportunities Act (VEOA) of 1998

Effective December 1, 1999, all veterans selected under the VEOA are to be appointed in the competitive service. VEOA appointees can no longer be given Schedule B appointments. All VEOA appointees currently on Schedule B appointments who previously competed and were selected under Merit Promotion Procedures will be converted to career/career conditional status retroactively without further competition.

Amendments to the VEOA of 1998 also allowed the U. S. Office of Personnel Management (OPM) to regulate circumstances and allow for waiver of portions of the 3-year minimum service requirement. OPM has re-delegated this authority to all Federal agencies. I hereby delegate this authority to the Commanders of the Major Army Commands (MACOMs) and the Director of Civilian Personnel Operations Center Management Agency (CPOCMA). Overseas MACOMs may re-delegate the authority to their Civilian Personnel Operations Center Directors. The CPOCMA Director will normally exercise this authority on the behalf of the CONUS MACOMs and may further delegate this authority. These individuals are authorized to waive up to 30 days of the 3-year minimum service requirement. All waivers of periods greater than 30 days must be approved by this headquarters, ATTN: SAMR-CPP.
