MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Voluntary Separation Incentive Pay (VSIP) Allocations for Fiscal Year 2007



  1. On January 29, 2004 the Assistant Secretary of the Army (Manpower and Reserve Affairs) delegated to the Major Army Command (MACOM) Commanders and the Administrative Assistant to the Secretary of the Army authority to approve VSIP and voluntary early retirement authority for employees up to the GS-15 level (or equivalent). This authority may be redelegated to the lowest practicable level, but not lower than the local installation commander or activity head.
  2. The Department of Defense memorandum, Department of Defense-Voluntary Separation Incentive Pay (VSIP) Allocations for Fiscal Year (FY) 2007, dated September 15, 2006 (enclosure), allocated to the Department of Army 8,313 buyouts. Allocations will be distributed as follows based on MACOM projected requirements:

    U.S. Army Training & Doctrine Command 569
    U.S. Army Medical Command 275
    U.S. Army Forces Command 152
    U.S. Army Corps of Engineers 873
    Administrative Assistant to the Secretary of the Army 2,185
    U.S. Army, Europe & Seventh Army 64
    U.S. Army, Pacific 50
    U.S. Army Special Operations Command 50
    U.S. Army Intelligence & Security Command 75
    U.S. Army Space & Missile Defense Command 75
  3. The remainder of the allocations will be held in reserve for Army commands who may need additional buyouts later in the year. MACOMs that are unable to utilize their full allocations are requested to notify the Assistant G-1, Policy and Program Development Division as early as possible in order that these allocations may be redistributed.
