MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Department of Defense Priority Placement Program (DoD/PPP)
                Qualification Determination Procedures and Job Offer/Acceptance
                Procedures

      DoD PPP qualifications determination procedures and job offer acceptance procedures are outlined in the DoD PPP Operations Manual, Chapter 4 (Matching and Filling Positions). When the registering and gaining Civilian Personnel Operations Centers (CPOCs) have agreed upon a PPP registrant's qualifications for a vacant position, the decision is considered final. When registering and gaining CPOCs disagree, the case is referred to the respective Regional Coordinators for written decision. If Regional Coordinators cannot agree upon a registrant's qualifications, the case is referred to the Army Component Coordinator for decision. We have observed increased instances recently, in which registering and gaining CPOCs have determined PPP registrants to be well qualified for job vacancies, the placement offer has been made and accepted, and the gaining CPOC has subsequently requested to withdraw the PPP job offer. In these instances, critical job knowledges and skills necessary for job performance, have been identified after the offer was accepted. This has resulted in lost time for the activities with affected position vacancies, and increased time for the PPP registration.

      Please assure that, at a minimum, a position's crediting plan, security clearance, credentialing, and other specific job requirements are provided to the registering CPOC, when a position contains complex or unusual qualifications. A subject matter expert or gaining supervisor's involvement in the PPP job-matching process should occur before the final qualifications determination, PPP job offer and acceptance has occurred. Once a PPP job offer is made and the PPP registrant has accepted, any job offer withdrawal must be recommended for approval by the Civilian Personnel Operations Center Management Agency (CPOCMA) and the Army Component Coordinator before it will be forwarded to the CARE office for decision. This is a lengthy process and adds to the job fill time and PPP registrant time.
