SUBJECT: Employment of Annuitants

Enclosure 1 provides the authority to the Secretaries of the Military Departments to hire and compensate annuitants consistent with that policy. Enclosure 2 delegates this authority to me for further delegation. I delegate this authority to managers and supervisors for the appointment of annuitants at grades GS-15 and below (and equivalent). You will certify each manager and supervisor understands his or her responsibilities to execute this authority. This policy should receive the widest dissemination possible.

Enclosure 3 is hereby revised, except for Senior Executive Service positions. I do not retain the authority to approve waivers of dual compensation reductions during the national emergency. This 9-11 emergency waiver authority may only be used for annuitants who are currently serving in a position and receiving full salary and annuity based on an exception approved by the Office of Personnel Management or by DoD delegated authority. The requirements outlined in reference d, above, will be followed.
