DCIPS Step Increase On Reassignment and Lateral Moves (Appointments)

A DCIPS Step Increase On Reassignment grants a one- or two-step increase on reassignment or lateral move to current, permanent Federal employees under conditions described in AR 690-13, para 6-1b. This incentive does not authorize setting of pay above step 10 of the pay scale.

In this context, the term assignment refers to the permanent lateral assignment of an employee either within an agency, or from one agency to another. There is a limitation if the move is within the same geographic commuting area. It may not be used for reassignment of a DCIPS employee from any of the Military Services (to include Army) within the same geographic commuting area. It may, however, be used for the lateral assignment (appointment) of a non-DCIPS employee to a DCIPS position within the same geographic commuting area as well as for a DCIPS employee from a DoD intelligence agency such as the Defense Intelligence Agency.

This incentive may be used when there is a clearly documented need and a positive cost benefit such as when filling a hard-to-fill position or to attract someone with unusually high or unique qualifications (see PERMISS article - DCIPS Recruitment and Retention Incentives.)

The Step Increase On Reassignment/Lateral Move must be processed and documented with two legal authority codes in the Defense Civilian Personnel Data System. This increase is also an equivalent increase for determining a within-grade-increase waiting period.

Below is an example of how the DCIPS Step Increase can be applied to lateral moves.

NOA 170 (New Except Appointment): Non-Army Federal employee to Army DCIPS
(Non-DCIPS to DCIPS: No geographic restrictions)

NOA 170 (New Excepted Appointment): Non-Army DCIPS employee to Army DCIPS
(DCIPS-to-DCIPS must be from outside current geographic area except if appointed from a DoD Intelligence Agency e.g DIA, NGA, NSA, etc.)

NOA 570 (Conv to new Excepted Appt): Non-DCIPS Army employee to Army DCIPS
(Non-DCIPS to DCIPS: No geographic restrictions)

NOA 570 (Conversion to New Excepted Appointment): Army DCIPS to Army DCIPS
(DCIPS-to-DCIPS must be from outside current geographic area)


Documenting action in DCPDS
All appointments/conversions require two legal authorities: UAM & ZLM

LEG-AUTH Code 2, ZLM: Hard code clear text: “DOD 1400.34-M,CH5(E)5”

Hard code the following remark: “Step increase in conjunction with lateral move from a source external to Army DCIPS.”
