DCIPS Excluded From Labor Relations

DCIPS replaces CIPMS. Until all references can be updated, both terms may appear and are considered interchangeable.

Defense Civilian Intelligence Personnel System (DCIPS) employees and positions are not included in recognized labor bargaining units under the Federal Government Labor Relations Program. Executive Order 12171 excludes specified intelligence organizations from coverage under the Labor Relations Program and Section 7112(b)(6) of title 5 excludes employees engaged in intelligence, counter-intelligence, investigative, or security work which directly affects national security.

Positions with unresolved bargaining unit status will not be converted to or established under DCIPS until the issue is resolved and it has been determined that the position(s) are not part of a bargaining unit.
