DCIPS Termination Authority

Disclaimer:
DCIPS replaces CIPMS. Until all references can be updated, both terms may appear and are considered interchangeable.

The Defense Civilian Intelligence Personnel System (DCIPS) has a Special Termination Authority authorized by Section 1609, Title 10, USC, which allows for termination of employment by the Secretary of Defense or his designee. This authority will only be used when other procedures and authorities that authorize the termination of employment are not appropriate because national intelligence information, methods, means, or sources could be compromised through the normal appeal process. It is anticipated that this authority will be rarely used. To invoke this authority, Major Commanders must submit a written request for proposed removal through the Intelligence Personnel Management Office (IPMO), Office of the Deputy Chief of Staff for Intelligence, for consideration by the Deputy Chief of Staff for Intelligence (DCS, G-2). The DCS, G-2 will propose all removals under this authority, to the Secretary of the Army who will make and effect decisions under this authority. The Secretary of Defense will make the final decision on appeals filed by employees.
