Human Resource Development Guidelines, Policy and Law


Overall responsibility for prescribing civilian training policies is assigned by AR 690-400, Chapter 410, Human Resource Development. AR 690-400 is issued under the authority of Chapter 41 of Title 5, United States Code, Executive Order 11348, 5 Code of Federal Regulations (CFR) Part 410, and DoD Directive 1400.25-M.


Responsibilties prescribed by Human Resource Development regulatory issuances include but are not limited to:


  • Identifying and validating training needs
  • Determining training budgets and expenditures
  • Acquiring and approving training
  • Documenting, reporting and evaluating training
  • Operating special programs
  • Evaluating completed training


    Managers and supervisors who are delegated authority to approve training must be thoroughly familiar with training and development legal requirements and documentation and are required to be trained before exercising such authority.
