The Defense Leadership and Management Program (DLAMP) is a DOD-wide competitive leader development program. It was developed by OSD in 1997 in response to recommendations of the Commission on Roles and Missions, which called for changes in the way senior civilians are trained, educated and developed. The objective of DLAMP is to prepare, certify and continuously educate and challenge a highly capable, diverse, mobile cadre of senior civilians capable of leading in a "joint" environment. It also nurtures a shared understanding and sense of mission between civilian and military leaders. From FY 2002 to early 2004, DLAMP was refocused and streamlined to bring the program in line with the Department's new strategic direction for civilian human resources management. The refocused program is more flexible, cost-effective, and efficient in meeting short-and long-term requirements for highly capable civilian leaders.
- Each participant will be given the opportunity to complete a comprehensive development program including:
- Formal Education: Each participant is expected to have a master's degree or equivalent upon completion of DLAMP.
Participants without an advanced degree may earn a master's degree through
A Professional Military Education program that confers an accredited degree, or
An accredited univerity
Full-time study (David O. "Doc" Cooke Fellowship)
Part-time Study
Participants entering DLAMP with an advanced degree may attend up to six graduate courses in Business management and public policy areas
Participant and supervisor will assess need
Participant will enroll at an accredited university (local area or on-line)
DLAMP will administer and fund attendance - Professional Military Education (PME):
Provides a thorough education in national security policy, strategy, decision-making, and leadership.

Participants are also required to complete the prescribed National Security Foundation Course prior to attending PME to ensure that they arrive at PME fully prepared to participate in and contribute to the learning environment.

Not funded by DLAMP - Army initiative affecting DLAMP participants. Beginning with Academic Year 2004-05, DLAMP participants who attend PME through SSC will be subject to a policy of directed placement instituted by the Vice Chief of Staff in FY 2003.
- Participants will meet these requirements on an incremental basis over a period of two to five years, generally in a temporary duty status from their home station. Previous education and experience may fulfill some of the DLAMP requirements.
- Participation in this program should enhance the individual's competitive standing for filling key leadership jobs throughout the Department.
- All participant expenses (to include tuition, temporary duty travel and transportation) are centrally funded by DLAMP. Additionally, when participants are assigned to long-term training (either the 10-month professional military education or the Cooke Fellowship) resources will be provided on a 25% basis to backfill the participant's position during the absence.
