Notice of Decision to Change to Lower Grade

NOTE 1: Normally, the installation commander delegates to the
Civilian Personnel Operations Center (CPOC) the authority to prepare, sign and
issue notices, review employee
responses, and make final decisions on change to lower grade actions.


NOTE 2: Ensure the employee initials and dates receipt of this notice, that
he/she is provided the original, and a copy is maintained in the Civilian Personnel
Advisory Center (CPAC) case
folder.

1. Reference is made to the Notice of Proposed Change to Lower Grade, dated
**------**, proposing your downgrade for **reason(s) from proposal**. The
Notice of Proposed Change to Lower Grade was delivered to you on **------**.

2. You were afforded **response period allowed** calendar days in which to
reply orally, in writing, or both to the Notice of Proposed Change to Lower
Grade.

I have carefully considered your reply and the reasons for the downgrade
specified in the Notice of Proposed Change to Lower Grade fully and
impartially. I find that the condition(s) described in paragraph 1 of the
Notice of Proposed Change to Lower Grade are fully supported by a thorough
and accurate analysis and documentation, and clearly supports the
reclassification action and, thus, your downgrade. The reclassification of
your position brings it in line with **select all that apply: the current
job grading standard, the new job grading standard, the revised job grading
standard, and/or ensures consistency with other identical or very similar
positions, or any other objective(s) that apply**.

You did not reply. In the absence of any reply, I have carefully considered
the reasons for the downgrade specified in the Notice of Proposed Change to
Lower Grade fully and impartially. I find that the condition(s) described in
paragraph 1 of the Notice of Proposed Change to Lower Grade are fully
supported by a thorough and accurate analysis and documentation, and clearly
supports the reclassification action and, thus, your downgrade. The

pay plan, series, grade and/or title) of your position at any time after this
action is effective. Your appeal entitlements, where to file it, and
documentation requirements are addressed in Army Classification
