- Any individual is eligible for this award, except for those Army civilian employees who are eligible for Army honorary award, military personnel, or civilians who work for Army contractors.
Criteria:
- Nominees for this award must demonstrate distinguished service that makes a substantial contribution to the accomplishments of the Army's mission.
