Eligibility:
- All Army civilian employees paid from appropriated and non-appropriated funds and direct/indirect-hire foreign nationals are eligible for consideration.
Criteria:
- Nominees for this award must have established a pattern of excellence, normally demonstrated by the receipt of lower level awards.
