Eligibility:
- All Army civilian employees paid from appropriated and non-appropriated funds and direct/indirect foreign nationals, are eligible for consideration.
Criteria:
- Nominations for this award will reflect demonstrated initiative and skill in devising new or improved equipment, work methods; leadership in performing assigned duties; rendered professional or public relations service which resulted in considerable favorable publicity in the local area.
