MEMORANDUM FOR OFFICE OF THE DEPTY CHIEF OF STAFF, ASSISTANT
G-1 FOR CIVILIAN PERSONNEL POLICY
SUBJECT: for Delegated/Competitive Examining Authority

In response to your memorandum, dated September 15, 2009, you are authorized to establish a Delegated/Competitive Examining Unit (DEU/CEU) at the Department of Army, Civilian Human Resources Agency-Far East Region (CHRA-FER) in Seoul, Korea. The Department of Defense (DoD) Delegation Number for CHRA-FER is DD-AR-027.

Delegated/Competitive Examining (DE/CE) may be conducted for positions in the competitive service, except for administrative law judge positions. DE for non-National Security Personnel System (NSPS) positions must be conducted in accordance with the terms and conditions of the Interagency Agreement between DoD and the Office of Personnel Management (OPM). CE for positions under NSPS must be conducted in accordance with the provisions of title 5, United State Code 9902, Title 5, Code of Federal Regulations Part 9901.515, and any subsequent guidance.

Specific procedures for administering delegated examining are contained in the OPM Delegated Examining Operations Handbook (DEOH), available at http://www.opm.gov/deu, and in the DoD NSPS supplement to the DEOH located at http://www.cpms.osd.mil/fas/staffing/pdf/comp_exam_nsps.pdf. Some DEU examining process for filling NSPS positions are different from those used for non-NSPS positions; therefore, you should refer to the DoD NSPS supplement to the DEOH when filling NSPS positions.

This authority is conditional upon the DEU/CEU staff having received mandatory OPM delegated examining training. The DEU/CEU staff, as well as any additional individuals who will be involved in conducting the annual self-assessment, must have received the mandatory OPM certification training prior to using this examining authority.

Quarterly reports and annual self-assessments of your examining program must be completed and submitted in accordance with OPM and DoD guidance. Your authority continues for 2 years from the date of this memorandum, and may be extended based upon successful review of your examining program by the Civilian Personnel Management Service, Delegated Examining Oversight Section.

Additional DoD DEU/CEU examining authority operational instructions will be proved under separate cover.
