SUBJECT: NONAPPROPRIATED FUND (NAF) EMPLOYEE PARTICIPATION
IN VOLUNTEER ACTIVITIES

PRESIDENT CLINTON HAS SIGNED A MEMORANDUM SUPPORTING VOLUNTEERISM IN COMMUNITY SERVICE. IN SO DOING DEPARTMENT OF DEFENSE (DOD) HAS DIRECTED THE SERVICES TO REVIEW WORK SCHEDULING PRACTICES AND MAKE MAXIMUM USE OF EXISTING FLEXIBILITIES TO ALLOW EMPLOYEES TO PLAN AND TAKE TIME OFF TO PERFORM COMMUNITY SERVICE AS BUSINESS PERMITS. EMPLOYEES SHOULD BE INFORMED OF THE FLEXIBILITIES AVAILABLE TO THEM TO PARTICIPATE IN VOLUNTEER ACTIVITIES. TO THE EXTENT POSSIBLE, MANAGERS SHOULD REVIEW LOCAL PROVISIONS TO ALLOW ALTERNATIVE WORK SCHEDULES SO NAF EMPLOYEES MAY BE ENCOURAGED TO PARTICIPATE IN VOLUNTEER ACTIVITIES. MANAGERS ARE DIRECTED TO REVIEW POLICIES AND PRACTICES FOR GRANTING EMPLOYEES ANNUAL LEAVE, LEAVE WITHOUT PAY, CREDIT HOURS UNDER FLEXIBLE WORK SCHEDULES, AND COMPENSATORY TIME OFF WHERE APPROPRIATE, TO PERFORM COMMUNITY SERVICE, IF WORKLOAD PERMITS. EMPLOYEES MAY TAKE ADVANTAGE OF FLEXIBLE OR COMPRESSED WORK SCHEDULES TO SCHEDULE VOLUNTEER ACTIVITIES DURING NORMAL WORKING HOURS. WHERE AUTHORIZED, CREDIT HOURS MAY ALSO BE USED TO FULFILL BASIC WORK REQUIREMENTS, THEREBY ALLOWING TIME OFF FOR VOLUNTEER ACTIVITIES. REPORTS ON INITIATIVES TAKEN TO GRANT NAF EMPLOYEES TIME OFF TO PERFORM COMMUNITY SERVICES ARE REQUIRED IN ORDER TO RESPOND TO DOD.
