PROPOSED POLICY

PAY SCHEDULE CHANGES

WHEN THE PAY SCHEDULE IS CHANGED, EMPLOYEES IN LEVELS EFFECTED BY THE CHANGE WILL HAVE THEIR PAY ADJUSTED BY AN AMOUNT EQUAL TO THE PERCENTAGE OF THE CHANGE. SALARY ADJUSTMENTS WILL BE EFFECTED AS OF THE FIRST APPLICABLE PAY PERIOD BEGINNING ON OR AFTER THE EFFECTIVE DATE OF CHANGE.

RATIONALE

CONTINUES CURRENT POLICY OF ANNUAL PAY ADJUSTMENT.

DETERMINING RATES OF PAY

THE INSTALLATION/COMMUNITY COMMANDER MAY FIX THE RATE OF PAY AT ANY AMOUNT WITHIN THE APPLICABLE PAY LEVEL, UPON: APPOINTMENT; REEMPLOYMENT; REINSTATEMENT; REASSIGNMENT; OR TRANSFER. THIS AUTHORITY MAY BE DELEGATED TO THE SELECTING OFFICIAL, OR ANY INTERMENDIATE LEVEL.

RATIONALE

UTILIZES FLEXIBILITY OF PAY BANDS.

UPON PROMOTION, WHICH IS DEFINED AS MOVEMENT FROM ONE PAY LEVEL TO A HIGHER PAY LEVEL TO A HIGHER PAY LEVEL, THE EMPLOYEE MUST RECEIVE A MINIMUM 5% INCREASE.

SUNDAY PAY

SUNDAY PREMIUM PAY MAY BE AUTHORIZED BY THE INSTALLATIONS/COMMUNITY COMMANDER WHEN IT IS DETERMINED THAT SUCH PAY IS NECESSARY FOR RECRUITMENT AND RETENTION PURPOSES. WHEN AUTHORIZED, SUNDAY PREMIUM PAY WILL BE:

  1. UNIFORMLY APPLIED TO ALL ACTIVITIES THROUGHOUT THE INSTALLATION/COMMUNITY.

  2. PAID ONLY TO REGULAR FULL-TIME EMPLOYEES.

  3. PAID AT THE RATE OF 25% OF BASE PAY FOR ALL HOURS OF A NON-OVERTIME TOUR WHEN ANY PART OF THE SCHEDULED TOUR IS PERFORMED ON SUNDAY.

ALLOWS LOCAL OPTION AS NEEDED.

NIGHT DIFFERENTIAL

NIGHT DIFFERENTIAL MAY BE AUTHORIZED BY THE INSTALLATION/COMMUNITY COMMANDER WHEN IT IS DETERMINED THAT SUCH PAY IS NECESSARY FOR RECRUITMENT AND RETENTION PURPOSES. WHEN AUTHORIZED, NIGHT DIFFERENTIAL WILL BE:

  1. UNIFORMLY APPLIED TO ALL ACTIVITIES THROUGHOUT THE INSTALLATION/COMMUNITY.

  2. PAID AT THE RATE OF 10% OF BASE PAY FOR HOURS OF NON-OVERTIME WORK PERFORMED BETWEEN 1800 AND 0600 HOURS.

RATIONALE

ALLOWS LOCAL OPTION AS NEEDED.

PERFORMANCE INCREASES

INCREASES IN BASE PAY ARE AUTHORIZED TO RECOGNIZE WORK PERFORMANCE. PAY MAY BE ADJUSTED TO ANY AMOUNT WITHIN THE PAY LEVEL FOR A PERFORMANCE INCREASE. INSTALLATION/ COMMUNITY COMMANDERS MAY ESTABLISH LOCAL PROCEDURES TO ASSURE EQUITABLE ADMINISTRATION OF THIS AUTHORITY.

RATIONALE

NO ARMY REQUIREMENTS ON AMOUNTS, FREQUENCY OR PERIODS OF COVERAGE. HOLIDAY PAY

ALL REGULAR EMPLOYEES HAVE ENTITLEMENT TO HOLIDAY PAY UNDER THE FOLLOWING CONDITIONS:

  1. WHEN THE OBSERVANCE OF A HOLIDAY PRECLUDES AN EMPLOYEE FROM WORKING, THE EMPLOYEE IS ENTITLED TO BE PAID THE BASIC RATE OF PAY FOR SCHEDULED NON-OVERTIME HOURS THAT WOULD HAVE BEEN WORKED

  2. WHEN WORK IS PERFORMED ON A HOLIDAY, THE EMPLOYEE WILL BE PAID THE BASIC RATE PLUS PREMIUM PAY AT A RATE EQUAL TO THE BASIC RATE FOR SCHEDULED NON-OVERTIME HOURS.

APPLIES ONLY TO REGULAR EMPLOYEES, BOTH PART-TIME AND FULL-TIME.
