SUBJECT: IMPLEMENTING INSTRUCTIONS FOR PRIORITY CONSIDERATION FOR NONAPPROPRIATED FUND EMPLOYEES



1. EFFECTIVE THIS DATE, PRIORITY CONSIDERATION OF EMPLOYMENT WILL BE PROVIDED TO DISPLACE CAREER NAF EMPLOYEES, (NF-4/UA-9 AND ABOVE)

2. INSTALLATIONS, THROUGH THEIR MACOMS, WILL FORWARD A COPY OF THE DISPLACED EMPLOYEE'S APPLICATION, DA FORM 3433, INDENTIFYING HIS/HER AREA OF AVAILABILITY TO CFSC-HR-PS. IF THE DISPLACED EMPLOYEE DOES NOT WISH TO PARTICIPATE IN THE NAF PRIORITY CONSIDERATION PROGRAM, THE SERVICING CIVILIAN PERSONNEL OFFICE WILL OBTAIN A SIGNED STATEMENT BY THE EMPLOYEE TO THAT EFFECT.

3. UPON REQUEST TO FILL A VACANCY, CFSC-HR-PS WILL REFER TO THE REQUESTOR, ALL QUALIFIED CANDICATES TO INCLUDE ANY QUALIFIED DISPLACED EMPLOYEES. REFERRAL LISTS WILL BE REVIEWED BY THE SELECTING OFFICIAL IN THE FOLLOWING REFERRAL ORDER: PRIORITY CONSIDERATION CANDIDATE (PCC), CURRENT NAF EMPLOYEE (CNE), OUTSIDE APPLICANT VETERAN (OAV) AND OUTSIDE APPLICANT NON-VETERAN (OANV). NON-SELECTION OF A PCC MUST MEET THE SAME CRITERIA FOR NON-SELECTION OF A CURRENT NAF EMPLOYEE.

4. IF A PCC DECLINES AN OFFER OF EMPLOYMENT IN A PREVIOUSLY INDICATED AREA OF AVAILABILITY, THE CANDIDATE WILL LOSE PCC ELIGIBILITY, AND NO OTHER CONSIDERATION WILL BE AFFORD THROUGH THE PROGRAM.

5. REQUEST DISSEMINATION OF THIS INFORMATION TO ALL NAF ACTIVITIES.
