SUBJECT: Extension of Recruitment and Relocation Bonuses and Retention
Allowances for Nonappropriated Fund (NAF) Federal Wage System
(FWS) Employees

Reference memorandum, SFCP-NAF, subject: Department of Defense (DoD) Policy on Recruitment, Retention and Relocation Bonuses and Allowances for Nonappropriated Fund Employees, dated June 23, 1999.

The Department of Defense, NAF Personnel Policy has informed us that the restriction for paying recruitment and relocation bonuses and retention allowances to NAF FWS employees is removed. The Office of Personnel Management (OPM) issued final regulations effective July 20, 2001, allowing recruitment and relocation bonuses, and retention allowances, to prevailing rate employees, including NAF FWS employees. Therefore, effective immediately, these bonuses and allowances may be paid to NAF FWS employees in a manner that complies with 5 CFR 575. Procedures will be applied the same as the recruitment, relocation and retention provisions authorized to Pay Band employees in reference above.
