SUBJECT: EXTENSION OF NEGOTIATED PROVISIONS TO NONBARGAINING
UNIT EMPLOYEES

B. UNCLAS MSG., USACFSC, DTG 041218Z, JUN 92, SUBJ: PROCEDURE TO FOLLOW WHEN NEGOTIATING A NAF LABOR CONTRACT.

1. REFERENCED MESSAGES REQUIRE THAT COPIES OF ALL UNION INITIATED NAF WAGE AND BENEFIT PROPOSALS BE PROVIDED CFSC-HRP WHEN RECEIVED, THAT SUCH CONTRACT LANGUAGE BE FORWARDED TO CFSC-HRP (AND CNPO WHEN APPROPRIATE) WHEN FORWARDED TO THE MACOM FOR REVIEW AND APPROVAL, AND THAT MANAGEMENT INITIATED PROPOSALS WHICH DO NOT CONFORM TO ESTABLISHED ARMY POLICY BE FORWARDED PRIOR TO INITIATING NEGOTIATIONS.

2. WHEN CONTRACT PROVISIONS ARE NEGOTIATED, AND APPROVED, GOOD MANAGERS MUST CONSIDER WHETHER OR NOT TO EXTEND THOSE PROVISIONS TO NON-BARGAINING UNIT EMPLOYEES. IN SITUATIONS WHERE CONTRACT PROVISIONS ARE DIFFERENT THAN THE GOVERNING REGULATION AN EXTENSION TO COVER NON-BARGAINING UNIT EMPLOYEES WILL REQUIRE A FORMAL EXCEPTION TO CURRENT ARMY AND/OR DOD POLICY. SUCH REQUEST SHOULD BE FORWARDED THROUGH COMMAND CHANNELS TO THIS HEADQUARTERS FOR APPROVAL PRIOR TO SUCH EXTENSION.
