SUBJECT: NONAPPROPRIATED FUND (NAF) EMPLOYEE GRIEVANCES



A. MEMORANDUM, CFSC-HRP, SUBJECT: NONAPPROPRIATED FUND (NAF) PERSONNEL SYSTEM MODERNIZATION IMPLEMENTATION INSTRUCTION, DATED 23 SEP 91.

  1. EFFECTIVE IMMEDIATELY, WHEN A REGULAR EMPLOYEE MAKES A FORMAL GRIEVANCE OF A BUSINESS BASED ACTION (BBA) CLAIMING THAT BBA PROCEDURES WERE NOT PROPERLY APPLIED, A THIRD STAGE WILL BE UTILIZED, AS FOLLOWS:

    1. THIRD STAGE

      1. A REGULAR EMPLOYEE AFFECTED BY A BBA HAS A RIGHT TO REQUEST A REVIEW OF THE WRITTEN GRIEVANCE RECORD AND DECISION AT A LEVEL ABOVE THE INSTALLATION/ASG COMMANDER

      2. THE OFFICIAL ABOVE THE INSTALLATION/ASG COMMANDER SHALL MAKE A DECISION BASED ON THE WRITTEN RECORD AND ADVISE THE EMPLOYEE WITHIN 30 CALENDAR DAYS OF RECEIPT. THERE IS NO FURTHER REVIEW OR APPEAL AUTHORIZED.


  2. THE ABOVE INSTRUCTION COMPLIES WITH OSD DIRECTIVE. QUESTIONS SHOULD BE ADDRESSED TO CFSC-HRP, DSN 221-7762.
