EXERCISE PRIME DIRECTIVE 93 (CFSC HSEL NO. 012208)

SUBJ: GUIDELINES FOR DEPLOYING NAF CIVILIAN EMPLOYEES INTO THEATER

1. ALL NAF CIVILIANS WILL BE DEPLOYED WITH APPROPRIATE UNIFORMS, EQUIPMENT, PROTECTIVE GEAR AND ONLY AFTER HAVING COMPLETED REQUIRED TRAINING.

2. NAF CIVILIANS DEPLOYED WITH, OR ASSISTING UNIT ARE CARRIED IN A TDY STATUS. IF CONDITIONS PERMIT EMPLOYEES WILL WORK AND LIVE IN THE CENTRAL ACTIVITY COMPOUNDS, IF NOT, QUARTERS WILL BE AS CLOSE AS POSSIBLE TO THE WORKPLACE.

3. NAF EMPLOYEES GROUP LIFE INSURANCE; DEATH BENEFITS UNDER BASIC COVERAGE ARE PAYABLE REGARDLESS OF THE CAUSE OF DEATH. THE DOUBLE INDEMNITY PORTION OF ACCIDENTAL DEATH AND DISMEMBERMENT BENEFITS UNDER BASIC COVERAGE ARE PAYABLE UNLESS DEATH IS CAUSED UNDER CERTAIN CIRCUMSTANCES SUCH AS BY ACTS OF WAR (DECLARED OR UNDECLARED) BY NUCLEAR WEAPONS OR IN ACTUAL COMBAT. EMPLOYEES WHO WISH TO OBTAIN OR INCREASE OPTIONAL LIFE INSURANCE SHOULD CONTACT THEIR SERVICING PERSONNEL OFFICE FOR ELIGIBILITY AND EVIDENCE OF INSURABILITY.

4. ANY INJURY INCURRED DURING TDY IS NORMALLY CONSIDERED WORK RELATED FOR WORKERS COMPENSATION PURPOSES. ANY PREEXISTING INJURY OR ILLNESS WOULD NOT BE COVERED UNLESS MEDICALLY PROVEN TO HAVE BEEN AGGRAVATED AS A RESULT OF THE TDY ASSIGNMENT.

5. THE SECRETARY OF STATE WILL DETERMINE WHERE A DANGER PAY ALLOWANCE FOR CIVILIAN EMPLOYEES WILL BE PAID AND THE AMOUNT TO BE PAID. SERVICEING CIVILIAN PERSONNEL OFFICES SHOULD COORDINATE WITH APPROPRIATE PAYROLL OFFICES TO ENSURE THAT ANY ENTITLEMENTS ARE REFLECTED IN THE EMPLOYEES PAY CHECKS.

6. ARRANGEMENTS FOR DISPOSITION OF PAY CHECKS MUST BE MADE PRIOR TO DEPLOYEMENT. EMPLOYEES WILL BE PAID BY THEIR NORMAL PAYROLL OFFICE. (APPROPRIATE ARRANGEMENTS WILL BE MADE FOR SUBMISSION OF T&A'S). USE OF TRAVELERS CHECKS IS ENCOURAGED AND COST OF TRAVELERS CHECKS IS REIMBURSABLE. FINANCE SUPPORT WILL BE AVAILABLE FOR CURRENCY CONVERSION AND CASHING SMALL DOLLAR DENOMINATION CHECKS.

7. SALARIES ARE NOT TAX FREE, REPEAT, NOT TAX FREE. SALARY DEDUCTIONS DO NOT CHANGE WHILE TDY.

8. OVERTIME/COMPENSATORY TIME WILL BE AUTHORIZED IN ACCORDANCE WITH PROVISIONS OF AR 215-3, PARA 3-15, PREMIUM PAY.

9. COMMANDERS WILL ENSURE THAT CIVILIAN PERSONNEL HAVE IN THEIR POSSESSION A GENEVA CONVENTION IDENTIFICATION CARD. DD FORM 489. THIS CARD IDENTIFIES THE EMPLOYEE AS A NON COMBATANT. THIS CARD WILL BE ISSUED PRIOR TO DEPARTURE FROM HOME STATION.

10. COMMANDERS MUST ADVISE EMPLOYEES REGARDING SERVICES AND COUNSEL AVAILABLE TO FAMILY MEMBERS DURING EMPLOYEES ABSENCE. E.G., WHO TO CONTACT REGARDING PAY PROBLEMS, EMPLOYMENT ASSISTANCE, HOW FAMILY MEMBERS CAN COMMUNICATE WITH THE EMPLOYERE, PROVISION, FOR EMERGENCY POWERS OF ATTORNEY, IF APPROPRIATE, AND OTHER FAMILY SUPPORT ACTIVITIES.
