A. DA CIRCULAR 690-92-1, DTD 15 NOVEMBER 1992, SUBJ: CRIMINAL HISTORY BACKGROUND CHECKS ON INDIVIDUALS IN CHILD CARE SERVICES.

1. REFERENCE PRESCRIBES REQUIREMENTS FOR CONDUCTING CRIMINAL HISTORY BACKGROUND CHECKS FOR CURRENT AND NEWLY HIRED INDIVIDUALS.

2. IAW PARA 7.A. (1)B APPLICATION FORMS FOR NAF EMPLOYMENT (DA FORM 3433) WILL BE SUPPLEMENTED WITH A LOCALLY DEVELOPED ATTACHMENT INCLUDING THE FOLLOWING INFORMATION: IN COMPLIANCE WITH PUBLIC LAW 101-647, SECTION 231, THE FOLLOWING INFORMATION IS REQUIRED FROM YOU UPON APPLICATION FOR A POSITION WORKING WITH CHILDREN: "HAVE YOU EVER BEEN ARRESTED FOR OR CHARGED WITH AN OFFENSE INVOLVING A CHILD, A SEX CRIME, A SUBSTANCE ABUSE FELONY, OR A VIOLENT CRIME? IF SO, WHAT WAS THE DISPOSITION OF THE ARREST OR CHARGE" (SUFFICIENT SPACE SHOULD BE ALLOWED FOR EXPLANATION). APPLICANT MUST SIGN AND DATE THE STATEMENT.

3. THE COMPLETED SUPPLEMENT WILL BECOME A PERMANENT PART OF THE EMPLOYMENT RECORD AND FILED ALONG WITH THE APPLICATION ON THE RIGHT SIDE OF THE OPF.

4. IAW PARA 7.A. (1) A. VACANCY ANNOUNCEMENTS MUST SPECIFY THAT NAC INVESTIGAITONS AND CHR CHECKS WILL BE REQUIRED AS A CONDITION OF EMPLOYEMENT FOR PERSONNEL ASSIGNED TO POSITIONS COVERED BY THE CIRCULAR.
