SUBJECT: NAF CIVILIAN EMPLOYEES ENTERING ON ACTIVE DUTY.

1. THIS PROVIDES INFORMATION ON NAF CIVILIAN EMPLOYEE RESERVISTS ENTERING ON ACTIVE MILITARY DUTY (VOLUNTARILY OR INVOLUNTARILY).

2. NAF CIVILIAN EMPLOYEES ENTERING ON ACTIVE DUTY SHALL BE PLACED ON MILITARY FURLOUGH - LEAVE WITHOUT PAY, (SUBJECT TO PARA 4, BELOW), UNLESS OR UNTIL AN EMPLOYEE REQUESTS SOME OTHER OPTION.

3. RETURN TO NAF CIVILIAN DUTY: REGULAR FULL-TIME AND PART-TIME NAF EMPLOYEES WHO ARE CALLED TO ACTIVE DUTY ARE ENTITLED TO BE RETURNED TO THEIR CIVILIAN DUTY POSITION IN ACCORDANCE WITH PROVISIONS OF PARAGRAPH 5-34H, REFERENCE A.

4. THESE EMPLOYEES SHALL, UPON REQUEST, BE GRANTED MILITARY LEAVE TO WHICH THEY ARE ENTITLED. IF A FULL-TIME OR PART-TIME EMPLOYEE IS NOT ENTITLED TO, DOES NOT REQUEST, OR HAS EXHAUSTED HIS/HER MILITARY LEAVE, HE/SHE SHALL BE GRANTED ANNUAL LEAVE OR LEAVE WITHOUT PAY AS REQUESTED.

5. EMPLOYEES WITH ACCRUED ANNUAL LEAVE MAY TAKE A LUMP SUM PAYMENT FOR THE ANNUAL LEAVE, USE ANNUAL LEAVE TOWARD THE PERIOD OF ACTIVE DUTY, OR ALLOW THE ANNUAL LEAVE TO REMAIN ON THEIR RECORD UNTIL SUCH TIME AS THEY ARE RETURNED TO NAF CIVILIAN DUTY.

6. BENEFITS

  1. A. RETIREMENT - REF A, PARA 15-23J, WAIVES CONTRIBUTIONS TO THE USA NAF EMPLOYEE RETIREMENT PLAN WHILE THE EMPLOYEE IS IN LWOP STATUS. THE EMPLOYEE RECEIVES CREDIT FOR THIS SERVICE.

  2. B. HEALTH BENEFITS - USA NAF GROUP HEALTH AND DENTAL BENEFITS MAY CONTINUE FOR UP TO ONE YEAR WHILE THE EMPLOYEE IS IN LWOP STATUS.

    1. (1) IF THE EMPLOYEE WISHES TO CONTINUE COVERAGE WHILE IN LWOP STATUS, HE/SHE IS RESPONSIBLE FOR PAYING THE EMPLOYEE'S SHARE OF THE COST AND THE EMPLOYING NAFI IS RESPONSIBLE FOR PAYING THE EMPLOYER'S SHARE OF THE COST. THIS ACTION IS DOCUMENTED BY DA FORM 3473, CODE 20. REMITTANCE PROCEDURES ARE OUTLINED IN REFERENCE B.

    2. (2) IF THE EMPLOYEE DOES NOT WISH TO CONTINUE COVERAGE WHILE IN LWOP STATUS, HE/SHE MAY RESUME PARTICIPATION UPON RETURN TO PAY STATUS. THIS ACTION IS DOCUMENTED BY DA FORM 3473, CODE 21.

    3. (3) BENEFITS PAYABLE AS OUTLINED IN THE "ARMY NAF EMPLOYEE BENEFITS TRAVEL GUIDE." EXCLUDE TREATMENT FOR INJURY OR ILLNESS RESULTING FROM WAR OR ANY ACT OF WAR, WHETHER DECLARED OR UNDECLARED.


  3. C. LIFE INSURANCE -

    1. (1) USA NAF GROUP LIFE INSURANCE MAY CONTINUE FOR UP TO ONE YEAR WHILE IN A LWOP STATUS.

      1. (A) IF THE EMPLOYEE WISHES TO CONTINUE COVERAGE WHILE IN LWOP STATUS, HE/SHE IS RESPONSIBLE FOR PAYING THE EMPLOYEE'S SHARE OF THE COST AND THE EMPLOYING NAFI IS RESPONSIBLE FOR PAYING THE EMPLOYER'S SHARE OF THE COST. THIS ACTION IS DOCUMENTED BY DA 3473, CODE 20. REMITTANCE PROCEDURES ARE OUTLINED IN REFERENCE B.

      2. (B) IF THE EMPLOYEE DOES NOT WISH TO CONTINUE COVERAGE WHILE IN LWOP STATUS, HE/SHE MAY RESUME PARTICIPATION UPON RETURN TO PAY STATUS. THIS ACTION IS DOCUMENTED BY DA FORM 3473, CODE 21.


    2. (2) BENEFITS AVAILABLE IF EMPLOYEE CONTINUES PARTICIPATION.

      1. (A) FAMILY MEMBER LIFE INSURANCE BENEFITS ARE PAYABLE TO THE EMPLOYEE FOR THE DEATH OF ELIGIBLE DEPENDENTS.

      2. (B) BASIC, OPTIONAL, AND ACCIDENTAL DEATH AND DISMEMBERMENT BENEFITS ARE PAYABLE UNLESS DEATH IS CAUSED BY CERTAIN CIRCUMSTANCES SUCH AS DIRECTLY OR INDIRECTLY BY AN ACT OF WAR, DECLARED OR UNDECLARED.
