MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT: Change to Military Leave for Nonappropriated Fund (NAF) Employees



 Paragraph 5-34.f. (1) of AR 215-3, prescribes military leave for NAF employees for active duty, inactive duty training, or when engaged in field or coast guard training purposes as a Reserve of the armed forces or member of the National Guard. The computation of military leave in paragraph 5-34.g. requiring a charge for non-workdays that fall within the period of absence is no longer applicable to the calculation of leave under paragraph 5-34.f. (1).

 Employees serving in a regular position who elect military leave will be charged only the amount of military leave needed to cover the period of absence in 1-hour increments rather than on a calendar day basis. For full-time employees, 15 calendar days equates to 120 hours during each fiscal year. For part-time employees, the rate at which leave accrues will be a percentage of the full-time authorization of 15 days.

 Regular employees must be granted military leave upon presentation of official orders or other written documentation. A copy of the orders or other written documentation is retained locally. NAF Financial Services does not require this documentation to support the Time and Attendance Report.

 These changes are consistent with the amended change to section 6323(a) of title 5, United States coded and changes in military leave computation provided other Federal employees.
