MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Nonappropriated Fund (NAF) Human Resources Policy to Assist Civilian Employees Called to Active Military Duty



By memorandum dated May 17, 2002, subject as above, the Deputy Assistant Secretary of Defense, Civilian Personnel Policy established the policy that the Department of Defense would pay the employee's share of health benefits premiums for covered employees who are called to active duty in support of contingency operations for both appropriated and NAF employees.

To ensure consistent treatment for NAF employees called to support contingency operations, the employing NAF activity will pay premiums for those employees covered by the DoD NAF Health Benefits Program (HBP) in the same manner as required for DoD Civil Service Appropriated Fund employees.

Enclosed are the procedures to implement this policy for the NAF employees now on active duty and those who will be called to active duty in the future to support contingency operations. This authority also authorizes retroactive payments to eligible employees who were called to active duty on or after December 8, 1995. Procedures covering retroactive reimbursement to Army civilian employees for premiums paid for their NAF HBP coverage while on active duty in support of contingency operations are being developed separately by DoD.
