MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Directive-type Memorandum Modifying Subsection E6.1.3 of Department of Defense Instruction 1402.5, "Criminal History Background Checks on Individuals in Child Care Services for Nonappropriated Fund Employees"
1. Reference Assistant Secretary of Defense, memorandum, dated March 2, 2002, SAB.
2. Currently, Subsection E6.1.3. of DoDI 1402.5, "Criminal History Background Checks on Individuals in Child Care Services, January 19,1993, requires an Installation Records Check (IRC) be completed prior to selection of applicants for certain child care positions. The IRC consists of local record checks on applicants for a minimum of 2 years. Effective immediately and through the end of Fiscal Year 2002, only the local record check of information available at the current installation must be favorably completed. Any additional checks required to complete the review at prior installations will begin immediately after an individual has been selected. Favorable completion of the IRC must be made a condition of employment in all cases. Selectees will be permitted to provide childcare services under line of sight supervision until the background checks required by Enclosure 6 of DoDI 1402.5 are completed.
3. Any labor relations obligations under 5 U.S.C. Chapter 71 shall be fulfilled prior to implementation of this policy.
