MEMORANDUM FOR SEE DISTRIBUTION
Subject: Interpretation of AR 215-3 Regarding Standardized Position Guides and Job Descriptions


Recently, a request for interpretation of policy was made concerning application of AR 215-3, use and processes of standard job descriptions and position guides (PG), 3-4.e.

It is the Army's intent to streamline and standardize Nonappropriated Fund (NAF) job descriptions and position guides in order to minimize duplication of work resulting in efficiencies and cost savings for the installations. In support of Army's goal to standardize many different NAF work elements over the past several years, it is important to adhere to policies concerning the use of position guides and job descriptions identified in AR 215-3. As such, only those position guides and job descriptions approved by NAF Civilian Personnel Policy and found on FASCLASS are authorized for use throughout Army NAF for recruitment and placement purposes. NAF Human Resources Offices may make minor pen and ink changes to standardized PGs in order to accommodate activity needs. Adding additional major duties or deletions may change the grade level or series of a position. This practice is not authorized for existing PGs. When a position guide does not currently exist in the Library, the process for gaining authorization is relatively simple and instruction for that process is provided in the regulation. If it is determined that more specific experience is required for a position, additional qualifications may be identified as best qualifying criteria during the recruitment/vacancy announcement process.

Effective October 7, 2003, requests for PG and job description authorizations, once routed through the MACOM chain of command, will be routed through the Civilian Human Resources Agency (CHRA). Additionally, all recruitment actions conducted through CFSC MWR Career Referral Program in accordance with the criteria established in AR 215-3, must be forwarded to the USA CHRA NAF Division, 5440 Student Drive, ATTN: DAPE-CP-MA, Aberdeen Proving Ground, MD 21005-5200. CHRA will review the PG of the vacancy to be filled for compliance with appropriate program application and instruction. CHRA will forward the approved PG and request for referral to CFSC indicating that the PG has been reviewed and is currently authorized for use.
