SUBJECT: NONAPPROPRIATED FUND (NAF) REPORTING REQUIREMENTS FOR THE
PRESIDENT'S WELFARE TO WORK INITIATIVE

1. AS A REMINDER,THE ARMY IN CONJUNCTION WITH THE OTHER COMPONENTS IN THE DEPARTMENT OF DEFENSE (DOD) IS TAKING AN ACTIVE ROLE IN HELPING THE ADMINISTRATION END WELFARE AS WE KNOW IT. THE ARMY'S OBJECTIVE FOR NAF IS TO HIRE A MINIMUM OF 200 WELFARE TO WORK RECIPIENTS OVER THE NEXT FOUR YEARS (2001). THE MONITOR PROGRESS AND RESULTS, PERSONNEL OFFICES SERVICING NAF EMPLOYEES ARE REQUIRED TO SUBMIT QUARTERLY REPORTS ON THE NUMBER OF WELFARE TO WORK HIRES THEY HAVE ON THE ROLLS. THE INFORMATION PROVIDED MUST INCLUDE THE NAME OF THE EMPLOYING INSTALLATION, STATE OF RESIDENCY OF EACH WELFARE TO WORK HIRE AND THEIR SOCIAL SECURITY NUMBER. THE REPORT MUST ARRIVE THROUGH THE MAJOR COMMAND CHANNELS TO ASA (M&RA) CPP NAF DIVISION, ATTN: SFCP- NF, 200 STOVALL STREET, ALEXANDRIA, VA 22332-0300. THE REPORTS ARE DUE 7 CALENDAR DAYS AFTER THE END OF EACH CALENDAR QUARTER. FACSIMILE COPIES ARE ACCEPTABLE TO MEET ARMY'S DEADLINE FOR REPORTING TO THE OFFICE OF THE ASSISTANT SECRETARY OF DEFENSE.

2. INFORMATION ON WELFARE TO WORK HIRES CAN BE COLLECTED DIRECTLY FROM THE INDIVIDUAL EMPLOYEES DURING INPROCESSING USING OPM FORM 1635, "WELFARE TO WORK PROGRAM." FORMS ARE AVAILABLE AT THE CIVILIAN PERSONNEL ADVISORY CENTERS (CPACS). ALL NEW EMPLOYEES HIRED INTO NAF SERVICE AFTER MARCH 7, 1997 SHOULD BE ASKED TO COMPLETE THIS FORM. FURNISHING OF THIS INFORMATION BY EMPLOYEES IS VOLUNTARY AND UNDER NO CIRCUMSTANCES MAY THIS INFORMATION OR OPM FORM 1635 BE RETAINED IN THE OFFICIAL PERSONNEL FOLDER. THE WELFARE TO WORK INFORMATION SHOULD BE HELD IN STRICTEST CONFIDENCE AND MAINTAINED IN A SECURED LOCATION. THE OPM FORM 1635 SHOULD BE DESTROYED UPON COMPLETION OF THE QUARTERLY SUBMISSIONS.
