SUBJECT: Clarification on Personnel Security Requirements for
Access to Unclassified and Classified Information Technology (IT) Systems

Subject: Clarification on Personnel Security Investigative Requirements for IT Positions - Corrected Copy.
The purpose of this memorandum is to provide clarification on the appropriate personnel security investigation for NAF employees in positions requiring access to unclassified IT systems (local area network and to Army or Department of Defense computer systems, My Biz, My Workplace, Standard NAF Automated Contracting System, Recreation Tracking System, Army Civilian Personnel Online, Vacancy Announcement Builder, Fully Automated System for Classification, and other systems) in accordance with
reference 1.c. above.
The National Agency Check with Inquiries (NACI) is the appropriate investigation for employees in positions requiring access to unclassified IT systems. The NACI will be initiated using the SF Form 85 (Questionnaire for Non-Sensitive Positions) and submitted to the Office of Personnel Management (OPM) to conduct the investigation. Non-U.S. citizens will complete the SF Form 85P (Questionnaire for Public Trust Positions). Employees hired in positions requiring access to classified information will be required to have a Single Scope Background Investigation (SSBI). The SSBI will be initiated using the SF Form 86 (Questionnaire for National Security Positions). Additionally, pre-employment checks will continue to apply across the board. Child care positions are still subject to their own background check requirements. This guidance supersedes that portion of the memorandum dated 3 December 2007, Employing Personnel for Army NAF Positions - Security Requirements for Access to Information Systems that is inconsistent with this guidance (Encl 1).
Positions requiring a NACI or SSBI shall be deemed "Positions of Trust" (prescribed by the work performed). Employees previously submitted for a National Agency Check (NAC), regardless of date will be subject to either a NACI (unclassified IT systems) or SSBI (classified IT systems). The NAC is not an acceptable equivalent investigation.
This supersedes the guidance in AR 215-3, 2-13.i. (2) (b) and (4). The next revision of AR 215-3 will reflect these requirements.
Reference 1.c. provides that there are 3 levels of IT positions, IT-I, IT-II, and IT- III. Previously, temporary, seasonal, Intermittent (flexible), and summer hire were identified in AR 25-2, 4-14.a. (5) as IT-IV. These positions are now categorized within IT-III as "all other positions".
NAF employees hired in flexible, seasonal, and/or temporary positions, including summer hire positions, designated not to exceed 120 days in either a single condition or series of appointments, are not required to have a NACI. Successful pre-employment checks remain a condition of employment.
Activities should ensure fulfilling all applicable statutory labor relations obligations in implementing this policy.
