  2. ON 14 SEP 01, THE PRESIDENT, PURSUANT TO TITLE 10, USC, SECTION 12302 AND EXECUTIVE ORDER 13223, AUTHORIZED THE MOBILIZATION AND DEPLOYMENT OF THE READY RESERVE UNDER A PARTIAL MOBILIZATION.

  3. THE CONSOLIDATED PERSONNEL POLICY GUIDANCE (PPG) FOR OPERATIONS NOBLE EAGLE AND ENDURING FREEDOM HAS BEEN APPROVED BY THE ARMY G1.

  4. THE PURPOSE OF THE CONSOLIDATED PPG IS TO COMBINE THE TWO EXISTING PPGS UNDER ONE DOCUMENT AND PROVIDE UPDATED POLICY INFORMATION SINCE THE LAST PUBLICATION OF THE LAST TWO PPGS. . THE PPG PROVIDES PERSONNEL GUIDANCE FOR MILITARY (ACTIVE ARMYAND RESERVE) AND CIVILIAN (DA/DOD, CONTRACTOR, RED CROSS, AAFES) PERSONNEL WHO ARE MOBILIZED, EMPLOYED, DEPLOYED, REDEPLOYED, AND DEMOBILIZED IN SUPPORT OF OPERATIONS NOBLE EAGLE AND ENDURING FREEDOM.

  5. THE ARMY IS CURRENTLY EXECUTING STOP LOSS. MESSAGES CAN BE FOUND AT https://perscomnd04.army.mil/milpermsgs.nsf/WebFrameset?OpenFrameSet/

  6. PERSTEMPO. THE ACCUMULATION OF DEPLOYMENT DAYS FOR PURPOSES OF DETERMINING ELIGIBILITY FOR HIGH DEPLOYMENT PER DIEM IS SUSPENDED. THE REQUIREMENT FOR GENERAL OFFICERS TO PERSONALLY MANAGE THE DEPLOYMENTS OF CERTAIN MEMBERS UNDER 10 USC SECTION 991(A) IS SUSPENDED. HOWEVER, THE TRACKING AND REPORTING REQUIREMENTS REMAIN IN EFFECT. ACTIVE ARMY AND RESERVE COMPONENT AGENCIES MUST VALIDATE INDIVIDUAL PERSTEMPO COUNTER INFORMATION UPON MOBILIZATION/DEPLOYMENT. MOBILIZATION STATION/SUPPORT INSTALLATION ASSUMES RESPONSIBILITY FOR PERSTEMPO REPORTING AFTER ACTIVATION OF RC UNITS AND INDIVIDUALS. THE REQUIREMENT TO CONTINUE WITH TRACKING AND REPORTING IS IMPORTANT SINCE IT PROVIDES HISTORICAL DOCUMENTATION RELATING TO THE SCOPE OF THIS OPERATION.

  7. THE CONSOLIDATED PERSONNEL POLICY GUIDANCE INCLUDES THE BASE DOCUMENT AND THE FOLLOWING ANNEXES:

    1. - ANNEX A (INDIVIDUAL AUGMENTATION) PROVIDES UPDATED GUIDANCE ON THE PROCEDURES FOR PROCESSING INDIVIDUAL AUGMENTEES IN SUPPORT OF THIS OPERATION. IT INCLUDES UPDATED PROCEDURES FOR RETIREE RECALLS.

    2. - ANNEX B (ORDERS AND FUNDING) PROVIDES UPDATED GUIDANCE ON THE PUBLICATION OF ORDERS AND FUNDING GUIDELINES TO INCLUDE SAMPLE TEMPORARY CHANGE OF STATION (TCS) ORDERS FOR OPERATION NOBLE EAGLE AND ENDURING FREEDOM.

    3. - ANNEX C (DEPLOYMENT PROCESSING) DEFINES THE DEPLOYMENT PROCESSING CRITERIA FOR MILITARY, DA/DOD CIVILIANS, RED CROSS, AAFES, AND CONTRACTOR PERSONNEL. THIS ANNEX ALSO ADDRESSES UPDATED NON-DEPLOYABILITY CRITERIA AND ACCOUNTABILITY OF SOLDIERS IN SIDERS3 AND DEPLOYED CIVILIANS IN CIVTRACKS.

    4. - ANNEX D (EQUIPMENT) IS THE UPDATED INDIVIDUAL EQUIPMENT REQUIREMENTS TO INCLUDE THE ISSUE OF THE INTERCEPTOR BODY ARMOR.

    5. - ANNEX E (MEDICAL AND DENTAL) UPDATES THE MEDICAL AND DENTAL PROCESSING CRITERIA FOR INDIVIDUALS DEPLOYED IN SUPPORT OF THESE OPERATIONS.

    6. - ANNEX F (ENTITLEMENTS) UPDATES THE APPROVED ENTITLEMENTS FOR INDIVIDUALS DEPLOYED IN SUPPORT OF THESE OPERATIONS. NEW TO THIS ANNEX IS THE AUTHORIZATION FOR POVS FOR INDIVIDUALS SUPPORTING OPERATION NOBLE EAGLE.

    7. - ANNEX G (MWR) UPDATES AND REVISES THE MORALE, WELFARE, AND RECREATION PROGRAMS FOR INDIVIDUALS AND UNITS DEPLOYED IN SUPPORT OF THESE OPERATIONS.

    8. - ANNEX H (REDEPLOYMENT, STABILIZATION, AND DEMOBILIZATION) THIS IS A NEW ANNEX THAT PROVIDE EXPANDED GUIDANCE ON THE REDEPLOYMENT, STABILIZATION AND THE DEMOBILIZATION OF PERSONNEL.


  8. THESE PROCEDURES ARE EFFECTIVE UPON DTG OF THIS MESSAGE.
