SUBJECT: Decoration for Exceptional Civilian Service and the Secretary of the Army Award for Valor



  1. I am pleased to invite you to submit nominations for two awards in the above subject categories. Awards will be presented at the Secretary of the Army Annual Awards Ceremony scheduled in March 2006.

  2. The Decoration for Exceptional Civilian Service is the highest award granted by the Secretary of the Army to career civilian employees who provide exceptional achievement or service of major significance. The equivalent military award is the Distinguished Service Medal.

  3. The Secretary of the Army Award for Valor is granted by the Secretary of the Army to career civilian employees who exhibit great courage or sacrifice involving heroism or bravery. The equivalent military award is the Soldier's Medal.

  4. Details concerning nomination procedures are enclosed. Nominations must contain all information in the required format and include endorsement by a Major Army Commander. Major Army Commands will establish their own suspense date and will forward nominations to the Executive Secretary, Army Incentive Awards Board, ATTN: DAPE-CP-ES, Room 2C453, 300 Army Pentagon, Washington, DC 20310-0300 by December 30, 2005.
