MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Executive Order 13522 -Labor-Management Forums

  1. In the enclosed memorandums, dated April 6 and May 18, 2010, the Deputy Secretary and Under Secretary of Defense affirmed their commitment to President Obama's Executive Order 13522, "Creating Labor-Management Forums to Improve Delivery of Government Services" and to the establishment of labor-management forums at appropriate levels. I fully endorse and support this commitment. I believe discussions that will take place in these labor-management forums will help to open the door to a new era of cooperation and dialogue. The Army's success is contingent upon our ability to accomplish the mission; however, our ability to accomplish the Army mission is directly impacted by the collaborative engagement of both employees and their exclusive representatives who support our Army objectives.
  2. I fully support the guiding principles conveyed in the enclosed memorandums. By adhering to these principles, successful labor-management relations can be built on mutual respect that will serve as a positive force in improving the way the Army fulfills the missions with which it is challenged daily.
  3. In accordance with the provisions of Executive Order 13522, I expect that activities will immediately begin discussions with their unions to establish labor-management forums at the level of exclusive recognition or other appropriate levels as agreed to by the parties. I also expect the labor management relationship and environment in this agency to be characterized by openness, mutual cooperation, trust and respect.
